CHICAGO, Sept. 23, 2016 /Standard Newswire/ -- Chicago has been branded "America's murder capital" and embattled Chicago Mayor Rahm Emanuel is making a major speech Thursday night at Malcom X College to address the city's violence epidemic.
But Emanuel's former 2015 GOP mayoral opponent William J. Kelly says Rahm's speech is "five years too little and too late." Kelly is an Emmy award-winning TV producer and the midday host of "The Citizen Kelly Show" on AM 1590 WCGO.
In 2014, Kelly busted the campaign finance caps in the Chicago mayoral race. With the caps lifted, Kelly forced Emanuel into an embarrassing and historic run-off election.
Since the release of the Laquan McDonald police shooting video and the discovery that the Chicago City Council quietly paid off McDonald's family, Emanuel has been accused of a cover-up. According to polls, he is the most unpopular mayor in Chicago's history.
"This isn't about Chicago violence. This isn't about the murder epidemic. This speech is the kick-off to Rahm's 2019 re-election campaign. No one in Chicago is fooled by Rahm anymore," Kelly says.

But, even then, Emanuel refused to talk about Chicago homicides. Instead, Rahm's administration has been accused of converting homicides into non-criminal deaths.
That wasn't the first time Emanuel has ignored Kelly's questions.
"Rahm Emanuel doesn't care about Chicago. He's deliberately ignored this murder crisis. Now he says he'll add 1000 more police officers. But he made that same campaign promise in 2010 and he's cut the number of police every year instead," Kelly says.
Kelly says Emanuel also ended gang task forces and closed down detective areas resulting in the loss of contacts with informants.
"Emanuel has a new pet project too called 'Becoming a Man.' The group is expected to receive millions of dollars in city funds. The Mayor tried this trick in 2012 too when he awarded Ceasefire, which sends former gangbangers and ex-convicts into dangerous neighborhoods, a million-dollar city contract. The failed effort still received another $4.5 million from the State of Illinois this year," says Kelly. "For Emanuel this is just fence-mending with the black community in preparation for 2019. It doesn't mean anything."
